Phase 1: Community survey

The first phase of Healthy Waterways London ran during spring and summer 2025 and involved an in-depth survey of live-aboard canal boaters in London.

The community survey was undertaken by specialists RRR Consultancy Ltd, who used a combination of survey techniques to gain valuable insight from boaters about motivations for living on the water, environmental pressures, and barriers to making further sustainability improvements to boats.

More than 250 people took the time to respond to the survey and every response will help to create a more impactful project. All survey results have been anonymised and all data analysis maintains the privacy of those who took part. Some survey respondents stated that they would be happy to participate in subsequent phases of Healthy Waterways London, and will be contacted by our co-design partner.

The purpose of the survey was to ensure that all subsequent phases of the Healthy Waterways London project work for and with the boating community and are grounded in the lived experience of boaters.

The second phase involves co-designing an awareness campaign about air quality and health. The survey highlighted that air pollution does not rank very highly against other environmental pressures, whilst also revealing that for many boaters there are limited options available to make technological changes to their boats. This understanding will help to ensure the awareness-raising campaign can relate air quality to other relevant concerns, and to focus on actions or changes that can be made regardless of technical or financial constraints.

  • Developing funding bids and business cases to provide the types of support and infrastructure that survey respondents highlighted as being needed

  • Better informing local authorities and other stakeholder about the environmental, financial, infrastructural and social pressures experienced by boaters
